During development in the womb, an additional rib developed at the base of your neck.

There are normally 12 ribs on each side of the ribcage. The ribs are connected to the spine and the sternum. The first rib is normally connected to the first vertebra in the thoracic spine.

While developing in the womb, many different types of tissue develop in the body. The organs and body parts develop out of the various types of tissue.

You developed an extra rib that is connected with the last rib in the cervical spine. Symptoms may be caused by the extra rib constricting blood vessels or nerves in the neck region. For example, certain movements may restrict blood supply to the arm. Reduced blood flow may cause the arm to become pale or painful. There may also be reduced sensation in certain areas of the arm. However, having an extra rib may also cause no symptoms at all.
